The Current Landscape of Solar Energy in Malaysia 

 The government has proactively promoted solar energy through various initiatives and policies. Implementing the Feed-in Tariff (FiT) scheme and the Net Energy Metering (NEM) program has encouraged the private sector to invest in solar projects, leading to significant growth in the industry. 

 However, the transition from industrial use to household adoption has been gradual. One of the primary reasons for this is the high initial cost associated with installing solar panels. Despite the long-term savings on electricity bills, the upfront investment remains a barrier for many households, making solar energy more accessible to the affluent. Additionally, Malaysia’s residential solar presence is primarily driven by the T20 (top 20 per cent income) and M40 (middle 40 per cent income) groups. This means that the broader population still faces challenges in accessing and affording solar technology. 

 

Bridging the Affordability Gap 

The Malaysian government is exploring various solutions to address this affordability gap. Subsidies, tax incentives, and financing options are being introduced to make solar energy more accessible to the average household. 

The Malaysian government has been actively encouraging the adoption of solar energy through various initiatives, recognising its potential as a sustainable and cost-effective solution to power homes. One of the key measures introduced is the Net Energy Metering (NEM) Scheme, launched in November 2016, which allows residential and commercial users to install solar photovoltaic (PV) systems and offset their electricity usage with the energy generated. 

To further boost the uptake of solar energy, the NEM 2.0 was rolled out on January 1, 2019. This version adopted the true net energy metering concept, enabling users to export excess solar-generated energy back to the grid on a “one-on-one” offset basis. The NEM 2.0 scheme saw significant success, with its quota fully subscribed by December 31, 2020 

In response to the overwhelming demand and to further promote solar energy usage, the Energy and Natural Resources Ministry introduced the NEM 3.0 program. This new iteration aims to provide more opportunities for electricity consumers to install solar PV systems on their rooftops, helping them save on electricity bills while contributing to a greener future. 

In addition to the NEM programs, the government has launched the Solar for Rakyat Incentive Scheme (SolaRIS) to further support the adoption of solar energy. Starting from April 1, 2024, residential customers who submit a NEM application to the Sustainable Energy Development Authority (SEDA) Malaysia and successfully commission their solar PV system installations with Tenaga Nasional Berhad (TNB) are eligible for a cash rebate of up to RM4,000.
